Overcrowding and health care assistance: how far has the reform progressed?

On 22 June 2010, at the Sala delle Colonne of Palazzo Marini, it was held the seminar “Overcrowding and health care assistance: how far has the reform progressed?”.
Two years after the passage of the Decree of the President of the Council of Ministers dated 1/4/2008, the non-profit association “Forum Nazionale per il diritto alla salute delle persone private della libertà personale” (National Forum for the right to health of people deprived of their freedom) and the National Institute for Health, Migration and Poverty - NIHMP decided to organise a seminar and a round table to promote a debate between the subjects involved (associations, justice and health care operators, trade unions, representatives of local and national Institutions) to analyse the current situation, identify delays and responsibilities and develop common future initiatives.
The objective of the meeting was to identify common strategies to make the National and the Regional Forums effective tools for achieving the reform, particularly in the difficult current situation lived by our country and worsened by economic crisis.
Together with Hon. Leda Colombini and Prof. Aldo Morrone who opened the meeting the following personalities participated in the round table chaired by Giovanni Anversa “From penitentiary medicine to health in prison: problems and perspectives”: Bruno Benigni, Basaglia Foundation, Rossana Mori, Mayor of Montelupo Fiorentino, Giulio Starini, Guarded Department of Infectious Diseases at Belcolle Hospital (VT), Irene Sarti, ASL ROMA B, Directorate General, Rossana Giove, ASL MILANO, Directorate General, Salvo Fleres, President of the National League of the Regional Guarantors of the Rights of Prison Inmates, Fabrizio Rossetti, Representative of the Trade Union CGIL, Stefano Berrettini, representative of the Trade Union UIL, Vincenzo Saulino, President of the Forum for Penitentiary Health Care of the Regione Lazio, Andrea Franceschini, Medical Director of the Prison Regina Coeli, Daniela Pezzi, Forum on Mental Health, Stefania Tallei, Community of Sant'Egidio, Sandro Libianchi, Government-Region Conference.
The following personalities were also present: the Ministry of Health, Ferruccio Fazio; Sandro Libianchi, Government-Region Conference; Luigia Culla, Director General of the High Institute of Penitentiary Studies and Senator Cesare Cursi, President of the 10th Permanent Commission of the Senate, Industry, Trading and Tourism.
Hon. Livia Turco, new President of the National Forum for the right to health of people deprived of their freedom, concluded the meeting.
